The Leasehold Reform (Notices) (Amendment) (No.2) (England) Regulations 2002 have represcribed the form L&T51 for use in England from 10th April 2003 to take account of changes made by the Commonhold and Leasehold Reform Act 2002. The Leasehold Reform (Collective Enfranchisement) (Counter-Notices) (England) Regulations 2002 will come into force in England on 10th April and has prescribed additional information to be incorporated in HUD8 which Oyez publishes under section 21 of the Leasehold Reform Housing and Urban Development Act 1993. Practitioners need to clarify the situation in Wales with the National Assembly for Wales. The Housing (Right to Buy) (Limits on Discount) (Amendment) Order 2003 has reduced the maximum discount available to individuals wishing to buy their council property under Part 5 of the Housing Act 1985 to £16,000 for certain, specified areas in England from 27th March 2003. The National Assembly in Wales has suggested that the Housing (Right to Buy)(Limits of Discount)(Amendment)(Wales) Order 2003 will also reduce the maximum discount in Wales to £16,000, but this Order has not yet been published on the Welsh Assembly's website. These changes have necessitated amendments to the Right to Buy Discount notes, which accompany HA4A and HA4B. The forms themselves have not been amended. Finally, as per Efis 10/2003, form HA33 can only be used up to the 11th April 2003 and should therefore be deleted after this date.
