EFIS 56, June 2011 : Electronic SDLT Submission

You must login to download the contents of this EFIS.

From July 4th, SDLT submissions must include additional data identifying the Purchaser. This will take the form of their DOB, NI number, VAT Reg. number, or a UK/foreign UTR for companies.

Between 25th June and midnight on 3rd July, The HMRC service will not be available. From 4th July onwards, the service will resume, with the new data submission requirements.

The revised SDLT_eSub and program upgrade V902M
must both be installed during the service downtime. Submissions created on an 'old' SDLT_eSub form submitted after 4th July will be rejected by HMRC.

In the week of HMRC service downtime, you must use the new template and wait until Monday 4th July 2011 before submitting any returns created during this period.

Submission deadline Implications

If a delayed submission is still within the 30-day filing deadline there are no penalty implications

If a delayed submission falls outside the 30-day filing deadline but would not have been late if filed during shutdown, then, where a penalty notice is issued, HMRC will accept an appeal (and not seek a penalty) provided the return is filed without unreasonable delay on or after 4 July.

If the submission would have been late even if it could have been filed during shutdown, normal penalty rules apply.

Written applications to HMRC's appeals team in Birmingham will be considered on a case-by-case basis.
