The Legal Aid Board have amended MEANS 2, which must be used from 10th January, and CLAIM 14, which should only be used from 31st January. Practitioners are advised that the Legal Aid Board has not amended the CLAIM14 Checklist.

In addition to these amendments the Legal Aid Board require the following forms to be used by legal aid practitioners when conducting controlled work from 1st January 2000:

The Controlled Matter Start Form records the different type of work carried out by a firm during the course of a month.

The Application for Prior Authority for a Disbursement Exceeding £50 details the reason for payment of the expense, which the Regional Office will consider.

The Consolidated Matter Report Form records details of the cases conducted by a firm as controlled work.

Controlled Work Form 1 replaces CLAIM 10 for matters begun on or after 1st January 2000 and includes the client’s application for legal help or help at Court.

Controlled Work Form 2 is only for practitioners with General Civil (Solicitors) Contracts only and should be submitted to the Regional Office which supervises your contract.

Controlled Work Form 3 only applies to Mental Health or Immigration categories of work.

Controlled Work Form 4 must be signed by the client and yourself within 14 days of either a refusal or withdrawal of Controlled Legal Representation obtained on Controlled Work Form 3. This means that Controlled Work Form 4 only apples to Mental Health and Immigration types of work.

Note: Means1A, which contained a minor typographical error, is also re-supplied on this EFIS.
